The NCDOT is seeking a Technical Specialist analyst/designer/developer for a 12month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a missioncritical application for the department called HiCAMS.

• The Technical Specialist is a seniorlevel resource with specialized knowledge and experience in a specific technology.
• The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program.
• Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty.
• Identifies improvements to project standards to achieve high quality services/ products.
• Able to identify best practices and standards for the use of the product.
• Delivers support and design for industry specific applications that require integration with statewide systems or applications.
• Interacts with executive level business users or technical experts. May function as a niche technical SME.
• Advanced experience in the required technical subject matter.
• Proven experience with a technical specialty across large and complex implementations and systems.

Description:

• The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a missioncritical application for the department called HiCAMS.
• HiCAMS is a custom clientserver PowerBuilder application used to track work materials and payments on North Carolina Division of Highways Construction projects.
• We also have many Java C and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced.
• Additionally there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the coming years.
• The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool.
• Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.
• This individual should have practical experience with standard development life cycle including requirements gathering analysis design development unit & system testing quality assurance testing as well as experience with business process transformation.
• Experience designing and implementing SharePoint and webbased solutions are also valuable skills were seeking.

Required Skills: (10 years)

• Experience as a PowerBuilder developer using PB10 or more recent versions.
• Strong SQL skills (HiCAMS uses a Sybase database but SQL skills in any database platform are acceptable)
• Strong Microsoft Suite experience particularly Excel
• Experience working in a remote software development environment
• Strong analytical conceptual and technical skills
• Positive interpersonal skills coupled with an independent selfmotivated work ethic
• Ability to work with a custom baseclass
• Proven written and verbal communication skills including the ability to explain business processes to IT users and IT applications to business users

Preferred Skills:

• Previous development experience with NCDOTs HiCAMS application
• Development experience in C#
• Development experience in Java
• Development experience in C
• Experience coding stored procedures and triggers (any database)
• Experience developing .net applications and APIs in a Visual Studio environment
• Data conversion experience
