Job Description and Duties

Under the direction of the Chief Counsel and the Assistant Chief Counsel of the Office of the Director-Legal Unit, the incumbent directs the work of a staff of Special Investigators in the investigation of suspected violations of provisions of labor laws, rules, or regulations having to do with workers' compensation. The duties of this position include: responsibility for planning, organizing, directing, coordinating, and reviewing the work of a team of Special Investigators; training and evaluating the performance of staff members and taking appropriate action; filing complaints, preparing cases, and appearing in court and administrative hearings; and working with and securing the cooperation of Federal, State, and local law enforcement agencies. The incumbent works with broad discretion and independence to perform the more difficult investigations of complex schemes to avoid the mandate to secure the payment of compensation for injuries arising out of an occurring during the course of employment.

Working Conditions

This position is located at:
355 S. Grand Avenue
Los Angeles, CA 90071

This is a full-time position in an office environment on the 18th floor of a 45-story office building. Employees in this position work in an office at desks, and are required to work extensively on computers as necessary for the drafting of letters, documents, and for research, email communication, file review, training, and other purposes. Partial telework schedules are available. This is a 5 day, 40 hour work schedule. The Supervisor position is not eligible for a 9/8/80 or 4/10/40 schedule.  

Special Requirements

Statement of Qualifications :
A Statement of Qualifications of no more than three pages in length addressing the following two questions:  (1) Describe the breadth of your experience in performing investigations, including (a) the types of investigations conducted, (b) the types and forms of evidence you have collected and presented, and, (c) how you have presented the evidence. (2) Describe why you desire to supervise others and why you think you would be successful at doing so. The two questions should be set forth separately and the answer to each question written underneath the respective question. A resume will NOT be accepted.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


1.  Knowledge of investigation techniques and procedures, and directing others in the performance of investigatory work

2.  Knowledge of the rules of investigatory work

3.  Knowledge of how to identify, preserve, and present evidence, and the ability to do so

4.  Knowledge of rules of evidence and court procedure

5.  Knowledge regarding the sources of information used in locating persons and the ability to do so

6.  Knowledge of the laws regarding service of legal process, and the legal rights of citizens

7.  Knowledge of interviewing techniques, and the ability to do so

8.  Ability to synthesize evidence and information in clear written reports

9.  Knowledge of the duties of federal, state, and local law enforcement agencies, and the ability to coordinate with other agencies

10. Ability to interpret and apply to specific cases the provisions of the workers' compensation laws, rules, or regulation enforced and administered by the Department of Industrial Relations

11. Prior experience training others

12. Prior experience leading others in a collaborative setting

13. Knowledge of principles and techniques of personnel management and supervision and supervising a staff of investigators
