Position Title: Internet / Web Engineer - Project Lead

Client: South Carolina Department of Public Safety (SCDPS)

Location: On-site, Blythewood, SC

Duration: 12/01/2025 06/30/2026 (with possibility for extension)

Work Hours: 38 hours/week, Day shift - W2 only

Purpose / Background:
SCDPS seeks a contractor to design, develop, and deploy a secure, user-friendly Microsoft SharePoint Employee Resource Hub within the managed Microsoft 365 environment to serve as the agency s intranet. The hub will streamline communication, collaboration, and access to departmental resources.

Objectives:

  • Develop a centralized Employee Resource Hub for SCDPS personnel.

  • Modernize and consolidate internal communications in SharePoint Online.

  • Ensure compliance with cybersecurity, accessibility, and records management.

  • Deliver scalable, sustainable intranet with training for internal management.

  • Coordinate with Department of Administration for solution buildout.

Position Description:
This role leads the design, development, and deployment of the Microsoft SharePoint Employee Resource Hub for SCDPS, providing a unified platform for multiple law enforcement and administrative divisions. The solution must be visual centric, ADA/Section 508 compliant, mobile-responsive, and support division-specific content. Coordination with the SC Department of Administration is required.

Responsibilities:

  • Create visually cohesive SharePoint design consistent with agency branding.

  • Develop landing pages and functional areas for agency divisions.

  • Configure SharePoint site collections, subsites, and hub site structure.

  • Enable features such as homepage tiles, rotating banners, quick links, and event overviews.

  • Build out resource hub sections for each division.

Required Skills:

  • 5+ years of designing, developing, and maintaining SharePoint Online sites.

  • 3+ years of Teams or SharePoint administration within O365.

  • 3+ years working with Entra and Active Directory (AD).

  • 5+ years of HTML & CSS within SharePoint Online.

Preferred Skills:

  • Experience with UI/UX within SharePoint.

  • Prior experience developing SharePoint sites within SC Department of Administration shared services.

Other Information:

  • Role is fully onsite, travel not required.

  • Security clearance required; onboarding documentation includes Resume, Right to Represent, Cover Letter, and location confirmation.
