ALAMOSA COUNTY, Sheriff Department, Detention Lieutenant

REPORTS TO : Detention Captain
FLSA STATUS : Exempt
SALARY RANGE : $73,000-$82,000/year DOE
DATE ADOPTED : February 2025

JOB SUMMARY:
The Detention Lieutenant, under the direction of the Detention Captain, is responsible for the management or direction of activities and personnel in the Operations Section, Medical Section, and Food Service Section of the Alamosa County Jail facility. This role requires demonstrated leadership, advanced law enforcement knowledge, and adherence to all commission standards, including jail and training regulations.

ESSENTIAL JOB FUNCTIONS ( The following are illustrative of essential functions to perform duties and responsibilities of the job.  The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department.   • Oversees and assists in assigning the work of others in each unit, monitors and evaluates performance and work outputs to maintain efficiency and quality of work.
  • Monitor and evaluate operations and prepare reports.
  • Reviews and assists in preparation of Detention budgets. 
  • Reviews the preparation of written reports on incidents occurring inside the facility which includes the actions/use of necessary force by officers to be utilized in criminal prosecutions, defense against lawsuits, disciplinary procedures against inmates and at time for internal affair investigations.
  • Reviews daily required paperwork.
  • Communicates, and assist in preparation of policies, procedures, and standards for the unit.
  • Ensures facility is staff appropriately and may assist in staff schedules. 
  • Ensures quality standards and compliance when regulations are maintained.
  • Ensures the security of all exterior and security doors in the facility.
  • Oversees all training as required.
  • Oversees all daily functions of a detention facility. 
  • Responsible for all review reports detailing operational problems such as defective equipment or hazardous conditions.
  • Ensures the safety of visitors to include attorneys and other professional visits.
  • Answers inmate’s questions regarding the rules and regulation of the facility and provides information regarding the booking process, bond amounts and charges, etc.
  • Availability to work a flexible schedule, including nights, weekends, holidays and on an emergency, as needed basis.
  • Performs all other duties as required by the Captain or Sheriff.

REQUIRED QUALIFICATIONS:

Knowledge :
  • Organization, functions and responsibilities of a Sheriff's Office.
  • Laws pertaining to search and seizure, arrest, and interrogation of suspects.
  • Criminal law and rules of evidence.
  • Principles of supervision and training.
  • Use and care of standard police firearms.
  • Techniques of criminal investigation and methods of identifying and pre-serving evidence.
  • Court procedures in criminal and civil cases.
  • Principles and practices pertaining to the operation of County detention facilities.
Skills :
  • Can assemble and analyze facts and evidence and make sounds recommendations.
  • Able to organize, direct and coordinate the work of subordinates.
  • Can access a computer to collect, organize and analyze data.
  • Perform a variety of active public safety duties involving strenuous physical activity, such as pursuing and restraining suspects and lifting injured persons.
Abilities :
  • Train or direct the training of subordinate staff.
  • Make quick, effective decisions in emergencies and take appropriate action.
  • Obtain information through interview, interrogation and observation.
  • Enforce State and local laws and departmental policies firmly and impartially.
  • Speak and write effectively in English.
  • Establish and maintain effective relationships.
  • See at an uncorrected vision of 20-80--corrected to 20-20 in each eye with normal color vision and unrestricted peripheral vision.
EDUCATION AND EXPERIENCE:
  • Six (6) years of law enforcement experience with any Law Enforcement Agency or five (5) years of experience with Alamosa County Sheriff’s Office. 
  • Colorado Peace Officer Certification. 
  • Possession of a valid Colorado Class C Driver License.
  • First Aid/CPR certification. 
  • Advanced education in criminology, criminal justice, or law enforcement preferred, but not required.

Employee must possess the physical ability to run for long periods of duration, if necessary, in pursuit of a suspect. Employee must also possess the agility to contain and apprehend the suspect once captured. Employee must be trained in the use of communication equipment, firearms, Electronic Control Board, stun devices, camera equipment, hand cuffs and leg irons, tactical equipment, bullet proof vest, PR24 Baton or ASP, restraint equipment, fire control equipment, and O. C. Spray.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
