Job Description

Level of Education:

• High school diploma or GED AND nine (9) years of progressively responsible experience in contract administration to include overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.

Note: Highest completed degree in the following majors: Business, Finance, Public Administration, or a closely related field will count towards the minimum nine (9) years of required work experience.

• Associate's degree counts as two years of experience
• Bachelor's degree or higher counts as four years of experience

Desired Specifications: Not required, but desire experience in these specifications for this position.

Certification:

Relevant government purchasing and contracting certifications such as an UPPCC Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB), or a NIGP-CPP are a plus.

Knowledge, Skills, and Abilities:

• Contract preparation and administration in IT
• Knowledge of principles, practices, processes and laws related to general liability in the state; federal, state and local laws and regulations pertaining to competitive procurement practices.
• Ability to utilize Microsoft Word and Excel, Electronic Calendar and Internet
• Requires skill and persuasion in dealing with others, both inside and outside of the department. Interactions with others generally require influencing, instructing and negotiating with individuals to gain their understanding, cooperation and action.
• Skilled in time management
• Skilled in verbal and written communication to diverse audiences
• Strong interpersonal skills
